4 Min Read

The Khalifa Fund for Enterprise Development (KFED) has introduced a new financing ecosystem featuring seven specialized funding programs aimed at supporting startups and small and medium-sized enterprises (SMEs) across different stages of business development.

The expanded financing framework is designed to provide entrepreneurs with more tailored funding solutions while supporting the UAE’s economic diversification strategy and the objectives of the Falcon Economy.

Seven Financing Programs for Every Growth Stage

The updated financing ecosystem consists of seven dedicated programs:

  • First-time Founders Loan
  • AI & Robotics Loan
  • Revolving Loan
  • Small Loan
  • Working Capital Loan
  • Fixed Assets Loan
  • Expansion Loan

The programs support businesses from startup formation through expansion, innovation, and technology adoption, enabling entrepreneurs to select financing solutions that match their operational needs and stage of growth.

Supporting Economic Diversification

Mouza Obaid Al Nasri, CEO of Khalifa Fund for Enterprise Development, said the expanded financing ecosystem represents a significant evolution in the organization’s funding strategy.

“Enhancing our financing ecosystem represents a major shift in Khalifa Fund’s financing strategy. It underscores our determination to keep pace with the rapid transformations within the SME sector, develop more flexible and impactful solutions, and actively support national priorities.”

“Our goal is to strengthen the UAE economy, diversify its resources, and ensure its readiness for the future.”

Al Nasri added that the initiative is intended not only to broaden financing options but also to ensure funding decisions are more closely aligned with measurable economic impact and sustainable development.

“Through this integrated ecosystem, we seek to channel financing towards high-value opportunities, increase the economic impact of funded enterprises, and further strengthen the role of SMEs in promoting economic diversification and long-term competitiveness.”

Dedicated Funding for Innovation and Growth

The First-time Founders Loan is designed to help Emirati entrepreneurs launch new businesses, while the AI & Robotics Loan encourages SMEs to adopt artificial intelligence and robotics technologies to improve productivity and competitiveness.

The Revolving Loan offers businesses reusable financing to manage working capital and cash flow, while the remaining programs provide support for operational expenses, fixed asset investments, and business expansion.

Each financing product includes its own eligibility requirements, financing limits, and repayment terms based on the size, maturity, and development stage of the enterprise.

Designed Around Market Needs

According to KFED, the revised financing ecosystem was developed following a comprehensive review of its existing programs, benchmarking against international financing models, analysis of banking-sector financing options, and direct engagement with entrepreneurs through surveys and workshops to identify financing gaps.

The organization said the new framework is intended to provide more flexible financial solutions while responding to the evolving needs of the UAE’s entrepreneurial ecosystem.

Why It Matters

Access to appropriate financing remains one of the biggest challenges facing startups and SMEs. By introducing specialized funding programs that address business formation, technology adoption, operational liquidity, and expansion, Khalifa Fund is strengthening the UAE’s support infrastructure for entrepreneurs while advancing national objectives for innovation, private-sector growth, and economic diversification.
